Who We Are

Mike Bowman, President

Mike has lived in Sierra Oaks since 2004. Mike joined the SONA board in 2008 and has a strong conviction for the family friendly environment of the neighborhood. Mike wants to give back and do his part to help maintain and preserve the neighborhood’s high quality lifestyle, and continue Sierra Oaks’ reputation as one of Sacramento’s most respected and established neighborhoods.


Melinda Eppler, Vice President

Melinda is a second generation Sierra Oaks resident, living here first with her parents and brothers from 1966 to 1986, and for the past 12 years with her husband Grant and two sons who are in the 3rd and 7th grades at Sierra Oaks K-8. Melinda’s roots are in this neighborhood – and she believes strongly in the long-term value of living in, and contributing to, a well-established family-centric environment. For the past five years, Melinda has been Executive Director of the Fulton Avenue Association, the Property and Business Improvement District on Fulton Avenue between Arden Way and Auburn Blvd. (www.fultonavenue.com), is a founding member of the Arden Arcade Community Planning Commission, and is a contributing writer for Inside Arden publication. She’s served on the SONA Board since 2000 and is a past SONA President.

Bob Williams, Treasurer
Bob is a Sacramento native. He and his wife have lived in Sierra Oaks since their house was built, 35 years ago. Bob is a retired State Attorney. His two sons both graduated from Encina High School. Bob is a past President and Vice President of SONA.

Michelle Espy, Secretary
Michelle moved to the neighborhood in March 2005 from River Park with her husband Charlie. They have a daughter in second grade and twin sons in first grade at Sierra Oaks School. Michelle works work part-time at Sacramento County Counsel. The Espy family has been a member of SONA since 2005. Michelle joined the board in 2008.

Linda Kuachusri, Neighborhood Watch
Linda has lived in Sierra Oaks for 19 years. She has two grown children who have now flown the coop, both were raised in Sierra Oaks. Linda has always been a strong supporter of Sierra Oaks, working to keep it a pleasant and safe place to live and raise a family.

Ray Barsch, Flood Control
Ray and Dorothy Barsch have lived in Sierra Oaks since 1969 and are longtime supporters of SONA. Their youngest son, Jimmy, attended Sierra Oaks School. Ray spent many years working on water supply and flood control issues. Prior to retiring, he was General Manager of the State Reclamation Board. Ray's main focus is the need for additional flood control along the American River.

Elizabeth Shults, Membership Chair
Elizabeth and her family moved to Sierra Oaks from East Sacramento in 1998 and have been SONA members ever since. Elizabeth joined the SONA board in 2008 and organized a Neighborhood Watch group on her street the same year.  She holds an MBA from UC Davis and currently manages a private medical practice.

Guy Brown, Traffic & Noise Abatement Chair
Guy and his wife Donna have lived on Breckenwood Way since 2000. Guy is interested in community affairs and available to assist in any SONA traffic & noise abatement issues. Feel free to contact Guy at gbrownsac@sbcglobal.net or 916-849-3490 (cell).

Eric Milstein, Parks & River Parkway Chair 
Eric, his wife Leyne, and their two daughters have lived in Sierra Oaks since 1996 when he left active duty as a Navy Officer.  Leyne, however, is a "native" and was born and raised in the neighborhood.  Eric is an attorney with the State of California and in addition to SONA, sits on the board of the Mission Oaks Recreation and Park District.  As an avid runner and cyclist, he is also somewhere along the American River Parkway on an almost daily basis.  If you have any questions about the parks in our neighborhood or the Parkway, please contact him at ebmilstein@att.net
